TEMPORARY WAIVER OF COMPLIANCE RELATING TO TECHNICAL SPECIFICATION SECTION 3.6.3, SUSQUEHANNA STEAM ELECTRIC STATION, UNIT NO.

2 We are writing to respond to your letter dated October 24, 1990, addressed to Thomas T. Martin, Regional Administrator for NRC Region I.

In your October 24, 1990, letter, Pennsylvania Power and Light Company (PPSL) requested a Waiver of Compliance from the provisions of action "a" of Technical Specifications Section 3.6.3 relating to Primary Containment Isolation Valves.

Specifically, PP8L requested a Temporary Waiver of Compliance from action "a" of Technical Specification Section 3.6.3 for Reactor Water Cleanup (RWCU) inboard isolation valve HV-244F001, which has been determined to have an incorrect torque switch setting (valve setting of lk instead of 1 3/4), and, therefore, it is uncertain that the valve will isolate upon demand to more than 97K of full closure if the differential pressure exceeds 700 psid.

PPSL has stated that the torque setting of the valve can be corrected no later than the next refueling outage, scheduled to commence in March 1991.

PPLL has requested the Temporary Waiver of Compliance for a period of 7 days to permit it to prepare a written request for a one-time emergency change to Technical Specification Section 3.6.3.

PP8L notes that its request for a Temporary Waiver of Compliance is justified on the basis of the following compensatory actions:

1.

PP8L has instituted additional training to heighten the awareness of the operator to the degraded condition of RWCU valve F001; 2.

PP8L has determined that the present emergency operating procedures and alarm response are adequate, and has incorporated a revision to the alarm response procedure to provide additional assurance that the operator is aware of the current condition of the RWCU F001 valve; 3.

PPKL has indicated that, in the event of a line break outside the containment in the RWCU line, there will be more than enough time to permit the operator to reduce reactor pressure below 700 psig and cause RWCU FOOl valve to fully close in time, so as not to exceed the bounding design basis dose limits calculated for the main steam line break accident; and 90ii020i88 90i024 PDR ADOCK 05000388 FVC:

PP8L has committed to request a formal change to the Technical Specifications,to permit a temporary relief from action "a" of the requirement of Technical Specification Section 3.6.3 until the next refueling outage scheduled in March 1991.

The staff has completed a review of your October 24, 1990, request and finds that:

l.

Your basis for determining the proposed change involves no significant hazards consideration is acceptable; 2.

The proposed change does not involve any irreversible environmental impact; and 3.

The licensing basis is not adversely affected.

Accordingly, this Temporary Waiver of Compliance from the requirements of Technical Specification Section 3.6.3, action "a" for valve HV-244F001 is hereby granted.

.This Temporary Waiver of Compliance is effective on the date of its issuance and will expire on:

a.

October 30, 1990; or b.

Upon the occurrence of an outage of sufficient duration to permit changing the torque switch setting, if such an outage should occur prior to October 30, 1990; or c.

Upon completion of the staff's review of the associated proposed change to the Technical Specifications, if it occurs prior to October 30, 1990.
