ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION

AT SUSQUEHANNA STEAM ELECTRIC STATION UNITS 1

AND 2

(50-387/90-200

AND 50-388/90-200)

Me are forwarding the report of the electrical distribution system functional

inspection

(EDSFI) conducted

by the Nuclear

Regulatory

Commission

(NRC) Office

of Nuclear Reactor Regulation during August 13 through

17 and

27 through

31, 1990, at Susquehanna

Units

1 and 2.

The primary purpose of the inspection

was to determine whether the electrical distribution system

as designed,

installed,

and configured at the Susquehanna

Steam Electric Station Units

1 and

2 would be capable of performing its intended safety functions.

In addition,

an assessment

of engineering

and technical

support relative to the electrical

distribution system

was performed.

The areas

examined during the inspection

are discussed

in the enclosed

inspection report.

The results of this inspection were discussed

with members of your staff during

the exit meeting

on August 31, 1990.

The team identified 14 findings and were

specifically concerned

about inadequate

setpoints for degraded grid relays,

unqualified valve motor actuators,

inadequate

testing of dc circuit breakers,

and inoperative diesel fuel oil storage

tank indication.

Several of the

14 findings identified may have resulted from weaknesses

in the Susquehanna

discrepancy

management

program.

The high quality of engineering

associated

with recent modifications was

considered

a strength.

The Pennsylvania

Power

and Light Company

team which

interacted with the inspection

team was very well prepared,

technically

competent,

and organized.

In addition, internal

QA audits were found to be

very thorough

and to have identified

some important programmatic

concerns,

although corrective action for these

concerns

was found to be slow or lacking

in several

instances.

In accordance

with 10

CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.

The finding involving the

unqualified valve motor actuators

has

been included in regional inspection

report 50-387/90-17

and 50-388/90-17.

Any other specific enforcement actions

resulting from this inspection will be identified by the Region I staff in
