INTEGRATED LEAK RATE TEST FOR SUS(UEHANNA STEAN ELECTRIC STATION (SSES),

UNIT 2 (TAC NO. 76810)

In your letter dated February 7, 1990, you requested our comments on your understanding that the leakage from main steam isolation valves (YiSIVs) be separated from the results of the integrated leak rate test (ILRT) for the purpose of compliance with the testing requirements of 10 CFR 50, Appendix J.

You stated that, during a recent ILRT, the initial data indicated a high leakage rate which appeared to render the ILRT leakage rate unacceptable.

You found that the "B" NSIV was the source of excessive leakage.

When the "B" t/ISIV was stroked, the leakage rate was significantly reduced and met the requirements of 10 CFR 50, Appendix J.

You stated that since leakage from the MSIVs is accounted for separately (from containment leakage) for the purpose of calculating the consequences of design basis accidents (DBAs), it should not be included in the ILRT.

Furthermore, you were granted an exemption from the requirements of 10 CFR 50, Appendix J which permitted you to exclude the MSIVs from the ILRT for the purpose ot complying with 10 CFR 50, Appendix J.

Our review of the licensing bases for the Susquehanna Steam Electric Station (SSES)

Unit 2 as documented in the staff's safety evaluation report (SER),

indicates that separation of the HSIV leakage from the ILRT leakage was acceptable and an exemption from this requirement of 10 CFR 50, Appendix J was granted.

Your Technical Specification Section 3.6.1.2 indicates that h)SIVs are exempt from inclusion in the ILRT requirements to comply with 10 CFR 50, Appendix J.

Based on the above, we concur with your conclusion that your ILRT successfully complied with 10 CFR 50, Appendix J.
