WAIVER OF COMPLIANCE RELATING TO TESTING OF REFURBISHED EMERGENCY DIESEL GENERATORS (TAC NOS.
76371 AND 76372)

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1
AND 2 This letter is in response to your letter dated April 2, 1990.
In that letter you requested a temporary waiver of compliance from certain requirements
'f the Technical Specifications for Susquehanna Steam Electric Station, Units 1 and 2, pending processing of your March 16, 1990 request for amendments.
In the April 2, 1990 letter you indicated that diesel generators are undergoing significant refurbishment to address potential causes of the crankcase overpres-surization events, that occurred in the latter part of 1989.
You indicated that refurbishment of the first of the diesel generators is close to completion.
Upon completion of the refurbishment the diesel generator must undergo tests prior to returning it to service.
The testing of the first refurbished diesel generator is scheduled for April 6, 1990.
If this diesel generator wer e to be tested in accordance with the current Technical Specifications, it could be exposed to the conditions that have been determined to be potential contributors to crankcase overpressurization
- events, and would be counterproductive to the refurbishment of the diesel generator.
Since the processing of your March 16, 1990 request for amendments on an exigent basis can not be completed prior to April 6, 1990, a waiver of compliance is needed.
We have reviewed your April 2, 1990 request for a temporary waiver of compliance, and find that the circumstances surrounding the diesel generator refurbishment and return to service justify a need for prompt action.
During a meeting on February 28, 1990, you proposed several actions to correct diesel generator crankcase overpr essurization potential.
The staff agreed with your proposals and requested that you proceed with your corrective program.
Your proposals included the changes to the Technical Specifications that would prevent fast loading of the diesel generators.
Your requests of March 16, 1990, for changes to the Technical Specifications, and April 2, 1990, for a temporary waiver of compliance were, therefore, timely.
Additionally, the staff has completed a
preliminary review of your March 16, 1990 request and finds that the changes to the Technical Specifications proposed in your March 16, 1990 letter as revised by your April 2, 1990 request, are acceptable and will be the basis for our approval of the amendments on an exigent basis.
Your basis for determining that the proposed changes involve a no significant hazards consideration is acceptable.

Mr. Harold W. Keiser The staff has also determined that the proposed changes to the Technical Specifications do not involve any significant irreversible environmental impacts.
Accordingly, your request for temporary waiver of compliance is granted.
This waiver is subject to your performance of certain tests of the refurbished diesel generator in accordance with the April 2, 1990 proposed revision to Sections 3.8.1.1 and 4.8.1.1 of the Technical Specifications.
This waiver of compliance will be effective as of the date of issuance, and will expire upon completion of the staff's action on your application of March 16, 1990, as revised on April 2, 1990.
