Inspection of the Emergency Operating Procedures The purpose of this letter is to formalize requests made in a conversation between, Mr. Andre Dominguez of your staff and Mr. Donald Florek of my staff on February 22,

1990, regarding a planned inspection of the Susquehanna Steam Electric Station Emergency Operating Procedures (EOP) during the week of April 23, 1990.

The objective of the inspection is to establish the answers to three general questions:

(1) Are the emergency operating procedures technically correct?

(2)

Can the emergency operating procedures be physically carried-out in the plant during an emergency?

Can the plant staff correctly perform the emer-gency operating procedures?

The inspection will be conducted using the guide-lines of NUREG 1358, "Lessons Learned from the Special Inspection Program for Emergency Operating Procedures" issued April 1989 which includes Appendix A, the temporary inspection instruction 2515/92 for such inspections.

Enclosure

( 1) is a list of the reference material that is requested to be provided to the NRC by March 23, 1990.

Enclosure (2) is a tentative schedule for the inspection period, including the requi red facility support.

REFERENCE MATERIAL FOR EOP INSPECTION The Region currently has received the facility training materials to support the operator licensing exams scheduled for the week of April 9, 1990.

If any of the information requested has already been provided to the NRC in the training materials, please indicate where the information is contained.

One full size copy of the EOP flow charts colorized like in the control room.

Two additional readable copies of the EOP flow charts.

BWR Owners Group Emergency Procedure Guideline ver sion used for the current EOPs.

Deviation document explaining the differences between the Owners Group Emergency Procedure Guidelines and the plant specific technical guide-lines and any EOP relevant documentation/correspondence that may assist in supporting the differences.

Lesson plans and simulator scenarios used in the simulator for training on the EOPs.

ENCLOSURE 2 TENTATIVE SCHEDULE AND RE UIRED FACILITY SUPPORT Monday AM,- badging and entrance to include a short facility presentation on EOP development at SSES PM Meeting with facility to resolve initial technical and human factor findings Tuesday Begin interviews with licensed operators and facility personnel involved with EOP development and use Perform control room/plant walkdowns of facility procedures with facility licensed operators (two to three operators required)

Prepare for simulator demonstration Continue inspection of technical and human factor areas Neet with facility management regarding inspection issues Wednesday Observe two different crews of licensed operators using EOPs in the plant simulator Continue with procedure walkdown (one operator preferred or knowledge-able operations support person)
