Dear Mr. Keiser:

SUBJECT:

FOLLOWUP OF DIESEL GENERATOR CRANKCASE EXPLOSION EVENTS (TAC NOS.

72483 AND 72484)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1

AND 2 During the past few weeks your staff and the NRC staff have been in close communication relative to progress towards assessing the root causes of the diesel generator crankcase explosions experienced at Susquehanna.

During those discussions, it has become apparent that there are differing views on the likely causes of the explosions and the remedies to minimize the potential for the diesel generators to not perform their intended function under postulated accident conditions.

In order to deal with the differing views, we are reviewing

'll activities related to the evaluation of the root cause(s) of crankcase explosions and possible corrective action(s) and have developed the enclosed

., request for additional information.

We request that you assist us in our reviews, and provide us your response to the enclosed request for additional information in a timely manner as discussed with your staff during the telephone conversation of January 30, 1990.

Sincerely,

Enclosure:

As stated

REQUEST FOR ADDITIONAL INFORMATION REGARDING DIESEL ENGINE R NKCASE P

I N

ENCLOSURE 1.

Please provide a set of the PPKL test design and procedures for the proposed intake air temperature test program.

2.

If PPKL decides to make the service water modifications:

what would be the scope of work; how would the modifications be made; and how long would it take to have all the machines modified?

3.

While the root cause analyses are in progress and possible modifications are in progress, what compensatory measures would PP&L take relative to:

offsite power; diesel generators; and dc power systems?

4.

When does PPSL plan to change the lube oil for the diesel engines?

5.

We propose to have a meeting in Rockvi lie, MD (White Flint) on February 8 or 9, 1990.

PPSL should invite both Cooper and Riccardo representatives to that meeting.

Please confirm your plan to support this meeting.

6.

We propose to hold another meeting in Rockvi lie, MD with PPSL after the proposed tests are completed.

A tentative date of February 21, 1990 is proposed for the second meeting.

Please confirm your plan to support this meeting.
