NRC POSITION ON RADIATION EMBRITTLEMENT OF REACTOR VESSEL MATERIALS AND ITS EFFECT ON PLANT OPERATIONS (TAC NOS. 71557/71558)

RE:

SUSqUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 By letter dated December 12, 1988, you provided your response to Generic Letter (GL) 88-11, which required that you use Regulatory Guide 1.99, Revision 2, to calculate the nil-ductility reference temperature for the reactor vessel beltline materials.

The staff, with the assistance of its contractor, Idaho National Engineering Laboratory (EGKG), has completed the review of your response to GL 88-11.

Based on our evaluation of your response and of the EGImG evaluation, we conclude that the proposed pressure/temperature limits, based on a calculated reference temperature for the reactor coolant system for heatup, cooldown, leak

test, and criticality, conform to the requirements of Appendices G and H of 10 CFR Part 50 and are acceptable for 32 effective full power years of operation'.

Accordingly, these limits may be incorporated in the Susquehanna Steam Electric Station, Units 1 and 2 Technical Specifications.

Our safety evaluation supporting our conclusions is enclosed.
