This letter transmits

the results of the special training program

team inspec-

tion led by Mr. Allen Howe of this office from August

21 to August 25,

1989, at

the

Susquehanna

Steam Electric Station,

Units

1 and

2 in Berwick, Pennsylvania.

The team's findings were discussed

with members of your staff at the conclusion

of the inspection

on August 25,

1989

'his

inspection is in keeping with NRC policy as stated

in the "Commission

Policy Statement

on Training and Qualifications of Nuclear

Power Plant

Personnel"

(as published in Federal

Register

53 FR 46603),

which states

that

the

NRC will expand the method

by which it monitors the industry training

programs

by performing training program inspections

at selected

sites.

Areas

examined during this inspection

are described

in the enclosed

NRC Region I

inspection report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

The team concluded that the Susquehanna

Units

1 and

2 training programs

are

well implemented

and=-that personnel

are effectively trained with only a few

identified weaknesses.

The results of the inspection

are

summarized

in the

Executive

Summary to the enclosed

report.

However,

based

on the results of this inspection,

your licensed operator

requalification

program

had inadequate

controls to provide accelerated

training

to licensed operators

who have failed

a comprehensive

written examination or

annual operating test prior to their returning to licensed activities.

This

finding is detailed in Section

6.3 of the enclosed

report.

The NRC's concern

in this matter was that the program allowed personnel

who had not demonstrated

or maintained

a satisfactory

level of proficiency to perform licensed activi-

ties.

One instance

was identified of a licensed

senior operator

performing

licensed duties in January

and February

1989, without successfully

completing

the requalification program.

Accordingly, you are requested

to attend

an enforcement

conference

at the

NRC

Region I Headquarters

in King of Prussia,

Pennsylvania,

on November 21,

1989

At the conference

you should

be prepared

to discuss:

1) the root cause(s)

of the apparent violation of 10 CFR 50.54 (i-1) and

10 CFR 50.54 (1) 2) whether or not any other nonproficient licensed operators

performed licensed duties since

May 26, 1987(implementation

date of the

amended

10 CFR 55), 3) the safety significance of the nonproficient operator(s)

who

actually performed licensed duties,

4) your perspective

on the apparent

discrepancies

regarding which revision of the ANSI/ANS Standards

for the

"Selection, Qualification and Training of Personnel

for Nuclear

Power Plants"

(ANSI/ANS-3.1,

ANSI N18. 1) your training programs

are in conformance with, and

5) corrective actions

planned

oi taken.

In accordance

with 10 CFR 2.790 of the Commission's regulations,

a copy of
