This letter refers to the routine inspection

conducted

by Mr. E.

H. Gray of

this office on July 10-14,

1989 of activities at the Susquehanna

Nuclear

Power

Plant.

Mr. Gray discussed

the results of the inspection with Mr.

R.

G.

Byram

at the conclusion of the inspection.

Areas examined during this inspection are described

in the

NRC Region I

Inspection

Report which is enclosed with this letter.

Within these

areas,

the

inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with personnel,

and observations

by the inspector.

Based

on the results of this inspection, it appears

that one of your activities

was not conducted

in full compliance with NRC requirements,

as set forth in the

Notice of Violation, enclosed

herewith as Appendix A.

Specifically, valve

034038D

on the diesel

generator

D2 outlet air receiver line was not properly

locked in the

open position.

This violation has

been categorized

by severity

level in accordance

with the "General

Statement

of Policy and Procedure for NRC

Enforcement Actions,"

10 CFR Part 2, Appendix

C {Enforcement Policy).

In

addition,

the level of fuel maintained in the emergency diesel

generator

(EDG)

day tanks

was noted to be less

than that required in the

FSAR.

This deviation

is set forth in the Notice of Deviation, Appendix B.

You are required to respond to this letter and in doing

so you should follow

the instructions provided in Appendices

A and B.

We request that your response

include

a discussion

of any actions you may consider appropriate

to further

improve reliability of the emergency diesel

generators

based

on observations

made in Section 3.2 of the enclosed report.

In addition,

we suggest that your

FSAR should

be updated

to clearly state

the amount of usable'uel

in the

EDG

day tanks.
