APPENDIX B

~ NOTICE OF DEVIATION Pennsylvania Power and Light Company Susquehanna Steam Electric Station Units 1 and 2

Docket Nos.

50-387/50-388 License Nos.

NPF-14/NPF-22 As a result of the inspection conducted on July 10-14,

1989, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1988), the following deviation was identified:

Revision 40 of the Susquehanna FSAR on page 9.5-39 states that the day tank contains fuel for over two hours continuous diesel generator,(EDG) opera-tion at full load.

The same page indicates the fuel requirement at full rated load for diesel generators A, B, C and D to be 272 gallons per hour and diesel generator E to be 377 gallons per hour.

The day tank capacity for each diesel generator is stated to be 550 gallons.

The useable volume of the A through D day tanks from the tank bottom outlet to the fill pump stop level is approximately 360 gallons.

A similar condition is present for day tank E.

The 550 gallon maximum capacity of the EDG fuel day tanks is consistent with the FSAR; however, contrary to the FSAR, the useable amount of fuel in the day tanks is only 360 gallons which is not sufficient to support two hours of continuous EDG operation.

Furthermore, the daily operator rounds data sheet indicates a minimum acceptable day tank level of 60Fo for the A, B, C and D tanks and 46% for the E tank and on July 11,

1989, the inspector noted the "D" tank fuel level indicator to show a 66K level which'corresponds to less than 1.2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
of diesel operation.

Pursuant to the provisions of 10 CFR 2.201, Susquehanna Nuclear Generating Station is hereby requested to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including:

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further deviations; and, (3) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending this response time.
