TECHNICAL SPECIFICATION CHANGES RELATED TO SCRAM DISCHARGE VOLUME VENT AND DRAIN VALVES (TAC NOS.,65169/65170)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION (SSES),

UNITS 1 AND 2 I

By a letter dated April 16, 1987, you requested certain changes to the SSES; Units 1 and 2 Technical Specifications related to surveillance of the scram discharge volume system.

Our review indicates that the present Technical Specifications could under some circumstances impose additional burdens on your manpower during critical shutdown activities and could sometimes lead to unnecessary scrams.

However, this problem is generic to a number of plants and is being pursued as a generic activity under our Technical Specifications Improvement Program.

As soon as the staff evaluations of the improvements are

complete, generic guidance will be provided to all the affected licensees.

We are, therefore, returning the enclosed April 16, 1987 application.

Please resubmit your application after you receive the staff guidance on the subject.
