REQUEST FOR TECHNICAL SPECIFICATION CHANGES FOR SCRAM DISCHARGE VOLUME VENT AND DRAIN VALVE SURVEILLANCE {TAC NOS.

65169 AND 65170)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS I AND 2 In the subject request, you proposed a change to the Technical Specifications for the Susquehanna Steam Electric Station (SSES)

Units I and 2 with respect to the Scram Discharge Volume (SDV) surveillance requirements.

Specifically, you requested that operability of the SDV vent and drain valves be demonstrated during reactor shutdown conditions instead of the current requirement of less than or equal to 50% control rod density.

We have reviewed your request and also compared the Technical Specifications for SDV surveillance for several Boiling Water Reactors (BWR) with designs similar to SSES, Units I and 2.

We find that, among the BWRs reviewed, the requirements are inconsistent relative to the conditions that must exist when conducting the SDV surveillance.

The subject surveillance requirements were addressed in the staff's Generic Safety Evaluation Report for BWR Scram Discharoe

System, dated December I, 1980.

However, the report did not prescribe the required surveillance conditions.

Since, the changes you have requested have generic impact on other
BWRs, and because the applicable generic safety evaluation is unclear, your request has been forwarded to our Technical Specification Improvements Staff for their review and action.

The additional reviews needed will delay PDR
