Susquehanna

Steam

Electric

Station,

Salem

Township,

Pennsylvania.

The

inspection

covered

plant

operations,

surveillance,

maintenance,

ESF

system

walkdown,

and licensee

events.

Based

on the results of this inspection, it appears

that one of your activities

was not conducted

in full. compliance with NRC requirements,

as set forth in the

Notice of Violation, enclosed

herewith

as

Appendix

A.

Specifically,

in

one

instance

there

was

a failure to properly post

a high radiation

area.

You are

required

to

respond

to this letter;

and,

in

so

doing

you

should

follow the

instructions

in Appendix A.

APPENDIX A

NOTICE OF VIOLATION

As

a result of an inspection

conducted

on January

12,

1988,

and in accordance

with the

NRC Enforcement Policy ( 10 CFR 2, Appendix C), the following violation

was identified:

Technical

Specifications

Section

6. 12. 1 states

that "... each high radia-

tion area

in which the intensity of radiation is greater

than

100 mrem/hr

but less

than

1000 mrem/hr shall

be barricaded

and conspicuously

posted

as

a high radiation area...".

Contrary to the

above,

on January

12,

areas

with dose

rates of up to 400

mr/hr, which constitute

High Radiation Areas,

were not posted

as required.

Specifically,

those

areas

immediately adjacent

to the

main turbine front

standards

for both Units

1 and

2 were not posted.

This is

a Severity Level

IV Violation (Supplement

IV).

Pursuant

to the

provisions

of

10 CFR 2.201,

Pennsylvania

Power

and Light is

hereby

required

to

submit to this office within

30

days

of the date of the

letter transmitting this Notice,

a written statement

or explanation

in reply,

including:

(1)

the

reason

for the violation if admitted;

(2) the corrective

~ steps

which have

been

taken

and the results

achieved;

(3) the corrective

steps

which will be

taken

to avoid further violations;

and (4) the date

when full

compliance will be achieved.

Where

good

cause

is

shown,

consideration will be

given to extend this response

time
