A routine radiological controls inspection
was conducted
by Messrs.
Markley
and Nimitz at the Susquehanna
Steam Electric Station, Units
1 and 2, on
October 13-16,
1987.
The inspection
concentrated
on reviews of radiological
controls during the Unit-1 outage.
The findings of the inspection were
discussed
with Mr. B. Byram.
Areas reviewed during the inspection
were organization
and staffing, training
and qualification,
ALARA, external
exposure controls, internal
exposure
~
~
~
~
controls,
and radioactive material
and contamination control.
Several
radiological incidents were also reviewed.
One violation was identified and is included
as Appendix
A to this report.
The violation involved assignment
of an individual to
a radiological controls
supervisory position who did not meet the minimum qualification requirements
specified in your Technical Specifications.
You are required to respond to the
violation in accordance
with the instructions
contained in Appendix A.
Several
weaknesses
were also identified in the area of airborne radioactivity
sampling,
contaminated
material control, personnel
contamination control,
and
access
controls.
These
weaknesses
are discussed
in the
enclosed
inspection report.
The response
directed
by this letter and enclosed
Notice is not subject to the
clearance
procedures
of the Office of Management
and Budget as required
by the
Paperwork
Reduction Act of 1980,
PL 96-511.
