APPENDIX A NOTICE OF VIOLATION Pennsylvania Power 5 Light Company Susquehanna Steam Electric Station Docket Nos.
50-387 50-388 License Nos.
NPF-14 NPF-22 As a result of the inspection conducted October 13-16,
- 1987, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (Enforcement Policy, 1986), the following violation was identified:
Technical Specification 6.3 requires that each member of the unit staff shall meet or exceed the minimum qualifications of ANSI N18. 1-1971 for comparable positions.
ANSI N18. 1 - 1971 requires in Section 4.3 that supervisors possess a minimum of four years of experience in the craft or discipline they supervise.
Contrary to the above, as of October 1987, the Radiological Operations Supervisor possessed only eight months of experience in the area of Radiological Controls.
This is a Severity Level IV violation (Supplement IV)
Pursuant to the provision of 10 CFR 2.201, Pennsylvania Power It Light Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
