This routine inspection of the Susquehanna

Steam Electric Station

covered

plant operations,

surveillance,

ESF System

Walkdown,

open

item followup, IE

Bulletin and Information Notice followup, and licensee

events.

The inspection

focused

on event followup and Unit 2 First Refueling Outage activities.

The inspector identified one violation in which

a Technical Specification

LCO

action statement

concerning primary containment isolation valves

was not met.

Please

reply to this matter in accordance

with Appendix A.

Also,

we are con-

cerned

about your routine practice of leaving the Traversing

Incore Probes

(TIPs) inside primary containment

when not in use.

This practice

was identi-

fied twice during this reporting period.

During the first occurrence, it was

an indirec't contributor to the

LCO violation noted above.

Consequently,

your

response

to the violation should include those corrective actions

taken to

ensure

the TIPs are withdrawn into their shield chambers after use.
