Docket No. 50-387 gPR 24 1984 Mr. Norman W. Curtis Vice President Engineering 8 Construction - Nuclear Pennsylvania Power 8 Light Company 2 North Ninth Street Allentown, Pennsylvania 18101
Dear Mr. Curtis:
Subject:
Feedwater Check Valve Analysis In a letter dated March ll, 1983, a report entitled "Evaluation of Feedwater Check Valves due to Postulated Pipe Rupture" was submitted by PPiIL in response to License Condition 2.C.(30)(a) of the Susquehanna Steam Electric Station Unit 1 Facility Operating License NPF-14.
The staff requested additional information on the feedwater check valve analysis in a letter dated August 31, 1983.
PPSL provided its response to this request for additional information in a letter dated March 15, 1984.
The staff has completed its review of these submittals and concludes that PPSL has adequately demonstrated that the feedwater check valves can perform their intended function following a feedwater line break outside containment.
The staff concludes that License Condition 2.C(30)(a) of the Susquehanna Facility Operating License NPF-14 has been acceptably resolved.
The staff safety evaluation is enclosed.
Sincerely, Original si8ned by A. Schwencer, Chief Licensing Branch No.

Enclosure D namic Testin and Anal sis of Hechanical S stems and om onents In Supplement 4 to the SER (NUREG-0776) dated November 1982, the staff required as a full-power license condition that by April 1, 1983 the licensee provide the staff with the detailed analysis which justifies that the feedwater isolation check valves can perform their intended function following a feedwater line break outside containment, thereby providing further assurance that the requirement of.
GDC 54 and 55 have been met.
The licensee committed to the'.
license condition in a letter from N.
W. Curtis to A.
Schwencer dated September 26, 1982.
In letters from N.
W.
Curtis to A. Schwencer dated August 31, 1983, and March 15, 1984, the licensee provided its final analyses as required in paragraph 2.c.(30).(a) of the Susquehanna Facility Operating. License NPF-14.
The analyses includes the assumptions used in the postu-lation of the break location and opening time.
The final report includes a description of the RETPAN-02 transient thermal-hydraulic analysis used to predict check valve closure velocities following a 1 millisecond upstream pipe rupture event, a
summary of the RETRAN-02 results, and the results of the structural analyses performed to evaluate the ability of the check valves to withstand the transient induced loads.
The staff has reviewed the results of the licensee's analyses and finds that the assumptions used in the structural analysis are appropriate and well-documented.
The analysis results verify that the maximum stresses and strain in the val.ve hinge pin, hinge arm, disk, and valve seat are within acceptable limits.
Based on the results of the analysis the staff concludes that the licensee has adequately demonstrated that the Susquehanna feedwater isolation check valves as designed and installed can perform their intended function following a feedwater line break outside containment.
Thus further assurance has been provided that the requirements of General Design Criteria 54 and 55 have been satisfied and the license condition of paragraph 2.c.(30).(a) of the Susquehanna Facility Operating License NPF-14 has been acceptably resolved.
