OF. MAY-18, 1982 MEETING REGARDING READINESS FOR FUEL LOADING AND LOW-POWER TESTING gL I/
'n May 18, 1982, representatives of the NRC staff met with the applicant to discuss the status of the project, in particular those areas which must be closed out prior to the iss'uance of a low-power license.
The meeting was held at the Susquehanna Steam Electric Station.
A list of attendees is pro-vided in Enclosure l.
The purpose of the meeting was to provide for senior NRC tmanagement review of the application prior to issuance of a low-power license.
The meeting began with a tour of the training center where the capabilities of 'the
'imula'tor were demonstrated.
A simulation of a main steam line break in-side containment was run as part of the demonstration.
A tour of the facility was then conducted.
Following the plant tour the applicant made presentations in a number of-, -.
areas.
The following summarizes the applicant's presentation in these areas:
Status of Construction The current scheduled fuel load date of July 1, 1982 is very tight and the applicant is approximately two weeks behind this schedule.
The critical path to fuel l.oa'd was discussed (See Enclosure 2).
Unit 1 is essentially complete from a construction viewpoint.
The following activities are in progress:
1)
Application of paints/epoxy, coatings 2)
Placement of insulation inside containment 3)
Rework on penetration seals in the control room 4)
All hangers installed with verification in progress Pacing items appear to be in the control room, including Unit 2 impacts, accomplishment of small fixes, design modifications and SPDS installation.
Pre-operational tests of systems are 905 complete.

Or anization and Staffin An. overview of the applicant's organization for nuclear operations was presented with emphasis on the quality assurance organization and functions.
Inde endent Desi n Review An overview of the Independent Design Review was provided by Dick Enos..
(Teledyne Engineering Services).
Other Si nificant Technical Issues Environmental gualification Program - gualification of equipment is approximately 85% complete with 100K completion expected by first refueling outage.
Hydrod namicsgualification - Four major items remain outstanding:
1)
Submittal of NSSS summary forms with exceptions and justification 2)
Drywell to wetwell vacuum "breakdrs - Vacuum breakers are not qualified'ith respect to pool swell loads.
Tests will be conducted at the end Hay and on basis of results justification for interim operation will be provided.
3)
HPCI Turbine '-',gualification testing is scheduled for December 1982.
4)
HSIV Actuators - gualification testing is scheduled for June 1982.
Low Voltage on Safeguard Busses - Initial empirical testing has shown voltages on startup buses under LOCA conditions to be lower than predi;cted.
Additional testing is scheduled to confirm findings.
Emer enc Pre aredness The final EOF should be completed in July/August 1982.
Implementing procedures are in place with 36 of 38 approved.
The FEHA/NRC full scale drill was con-ducted on Harch 17-18, 1982.
The Emergency Preparedness Audit was conducted in April 1982 resulting in 11 open items which the applicant expects to complete by mid-June 1982.." School plans are complete and the FEHA letter on school plans expected by mid<<June.
Twenty-one of t enty-six transportation plans have been signed by the county emergency coordinators.
