Dear Nr. Curtis:

Subject:

Destpuctive Examination of Control Blades egg/lg~'~

+ey~~O4~

It has come to our attention through the Resident Inspector for Susquehanna Steam Electric Station that PPSL does not plan to perform destructive exami-nation of any control blades.

Stress corrosion cracking of control blue tubing has been observed and reported in General Electric Report HEDO-24226 "Evaluation of Control Blade Lifetime with Potential Loss of B4C," December 1979.

The bases for General Electric's conclusions were reviewed and it was decided that boiling water reactor operation was justified on an interim basis provided that'Certain actions were; taken by licensees.

These actions were described in detail in IE Bulletin Ho. 79-26, Revision 1, "Boron Loss from BMR Control Blades,"

dated August 28, 1980, which included further analyses, shutdown margin tests, and destructive examination.

The review and evaluation of GE Report HEDO-24226 is still in progress by the HRC staff.

In the event the final evaluation of GE Report NEDO-24226 is not completed prior to licensing action on Susquehanna, Unit 1, we will condition the operating license to be responsive to IE Bulletin Ho. 79-26, Revision 1.

In the event that satisfactory resoilbtion for this issue is achieved following the licensiitig action on Susquehanna, Unit 1, a recommendation to remove this license condition will be taken into consideratrion.

Sincerely, original Signed 5g)
