APPENDIX A NOTICE OF YIOLATION Pennsylvania Power and Light Compa ny Docket No. 50-387 License No. CPPR-101 lh As a result of the inspection conducted on September 16 - October 19.,

1981 and

$ n accordance with the Interim'Enforcement Policy, 45 FR 66754 (October 7, 1980),

the following violation was identified:

10 CFR.50, Appendix 8, Criterion IY, states in part:

"Measures shall be established to assure that applicable regulatory requirements, de'sign bas4s, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procurement of material, equipment, and services, whether purchase/

by the applicant or by "its con<<

tractors or subcontractors."

The licensee's PSAR, Appendix D, Section D,2.4, sgates in part:

"ReSponsibility fot procurement document control is being delegated to the Main Contractors (General Electric Company for the Nuclear Steam Supply System, and Bechtel Corporation for Balance of Plant)."

General Electric~.'s Boiling ltater Reactor guality Assurance Hanua'l, Section 5.4.1. states in part:

"Measures have been provided that assure that appli-canle regulh~rv requirements, design bases, and quality requirements are included or referenc~,in procurement documents."

contrary to the above, General ElectrA.- (G.E,) purchase Part D'rawing 145C3011, Sheet 1, Revision 10, required the turbine exnau~-.w high pressure turbine trip switches E41-PSH-N017A and B, have an accuracy of -+ 1/ of'ull range (2.3 psig.)

This is a Severity Level V Violation (Supplement II).

Appendix A Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Light Company is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including (1) the

'corrective steps which have been taken and the results achieved; (2} corrective steps which will be taken to avoid f'urther violations; and (3) the date when full compliance,lt>>ill be.achieved.

Under the authority of Section 1S2 of the Atomic Energy Act, of 1954, as amended, this z'esponse shall be submitted under oath or affirmation.

The responses directed by this Hot'ice are not subject to the clearance procedures of the Office of ttanagement and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
