Inspection 50-387/80-17

and 50-388/80-11.

This refers to your letter dated October 6, 1980, in response

to our

letter dated August 15,'980.

In your response

to our finding of noncompliance,

you provided an analysis

which indicates that

a significant problem existed in the'civil discipline

inspection

program over an extended

period of time.

This problem reinforces

the concern

we have for the effectiveness

of the overall

PP8L quality

assurance

program, which was identified to you in.our letter dated July 21,

1980.

We are concerned that the ineffective inspection practice

implemented

in the civil area

may be generic to other areas

such

as piping, welding and

electrical disciplines.

Please

respond within 30 days of your receipt of this letter addressing

the

actions you have taken to assure yourselves that questionable

inspection

practices similar to that .detected

in the civil area,

or other practices that

may negate the purposes of the quality assurance

program,

do not exist in the

other craft disciplines.

In your response

include any findings to date

and

a

'chedule

for the anticipated

completion of your actions.

This additional

response will be considered

in determining whether any further action is

necessary

and appropriate.
