'APPENDIX A
'OTICE'OF VIOL'ATION Pennsylvania Power and Light Company Docket No. 50-387 This refers to the. inspection conducted by a representative of the Region I (Phila-delphia) office at the Susquehanna Steam Electric Station, Unit 1, Salem Township, Pennsylvania, of activities au'thorized by NRC License No. CPPR-101.
During this. inspection conducted on September 8 - October 10, 1980, the following apparent item of noncompliance was identified:
10 CFR 50 Appendix B, Criterion V states in part:
"Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, or a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."
The Susquehanna PSAR, Appendix D, Paragraph 2.5 states in part:
"Activities affecting quality will be prescribed by documented instructions, procedures, or drawings appro-priate to the circumstances."
Administrative Procedure AD-00-002 Revision 0, "Test Review Board" (TRB) states that:
a.
The TRB members are responsible for completion of the appropriate sections of'he SP-8.1 Review Forms and transmittal of the forms to the ISG Test Director-via the ISG Supervisor.
b.
The ISG Test Director will resolve the comments with the reviewing organiza-tions, and/or indicate the lack of resolution on the Review Form, a copy of which will be forwarded to each TRB member.
c.
Following receipt of the Review Forms, the TRB Chairman shall:
Schedule a meeting of the TRB to review the comments/resolutions and resolve any open items.
d.
Should the TRB fail to concur in the resolution of comments, the specifics will be identified in the meeting minutes and forwarded to the Superintendent of Plant for resolution.
Contrary to the above, P13.1 Revision 1 was reviewed by the TRB, and approved by the Superintendent of Plant on August 22, 1980, without resolution of comments made by the PP&L Fire Protection Engineer.
This is a deficiency.
