APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Docket No. 50-387 This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at the Susquehanna Steam Electric Station, Unit 1, Berwick, Pennsylvania, of activities authorized by NRC License No. CPPR-101.
During this inspection, conducted on July 22-25, 1980, the following apparent item of noncompliance was identified:
10 CFR 50, Appendix B, Criterion V, states, in part,."Activities affecting quality...shall be accomplished in accordance with (these), instructions, procedures, or drawings."
The Susquehanna PSAR, Appendix D, paragraph 3.3.3, states, in part, "General procedures for carrying out...construction are contained in...Bechtel general and technical engineering standards...":
Bechtel "Cable and Hiring Installation Procedures",
Drawing E-59, Revision 10, paragraph 2.12, states, "Tray softeners shall be instal-led on all sharp edges of cable trays that could cause damage to cable. jackets either during pulling or after installation of cable."
Contrary to the above, on July 22, 1980, the following safety related cable trays were observed to have installed cables that were in contact or could have contacted sharp edges:
- FlPH63, F1K364, ElK115, FlPG31,
- E1KS14, and F1KS10.
This is a deficiency.
