9 CLOSEOUT OF NRC ACTIVITIES ON NRC BULLETIN 88-09, "THIMBLE TUBE THINNING IN WESTINGHOUSE REACTORS,"
FOR DIABLO CANYON UNITS 1 AND 2 (TAC NOS.
72657 AND 72658)
'i NRC Bulletin 88-09 was issued on July 26, 1988 to all holders of operating licenses "for Westinghouse-designed nuclear power reactors that use bottom-mounted instrumentation.
'Licensees were requested to establish and implement an inspection program to periodically confir m the integrity of the thimble tubes associated with the incore neutron monitoring system.
PG8E's response to the bulletin was provided by letter dated August 26, 1988.
In that response, you requested relief from the schedular recommendations of the bulletin, and stated that PGSE would implement an inspection program to monitor thimble tube wear in accordance with NRC Bulletin. 88-09 for both Units I and 2 at Diablo Canyon.
By letter dated September l5, 1988, the NRC staff granted the relief requested by your letter of August 26, 1988.

The NRC staff has reviewed your letter of August 26, 1988 and has concluded that it constitutes a commitment to establish and implement an inspection program that meets all the recommendations of NRC Bulletin 88-09, including the reporting of inspection results.
Recent discussions with PGSE personnel have verified that this conclusion is correct.
On this basis, the NRC staff finds PGKE's response to Bulletin 88-09 to be acceptable.
This completes NRC staff activities on this issue and on TAC NOS.

The staff may conduct a post-implementation audit of your program in the future.
