DIABLO CANYON LONG TERM SEISMIC PROGRAM The staff recently briefed me on the status of the Long Term Seismic Program (LTSP), both the extensive efforts undertaken by Pacific Gas and Electric Company and our independent studies in some of the areas of the program.
The LTSP is now in its second half and is expected to be completed in mid-1988 with the submittal of a final report by you.
Substantial progress has been made in 1986 as reported in your latest quarterly Progress Report and as discussed at recent meetings.
It is evident from the numerous meetings between our staffs and consultants, including field trips, that the LTSP is a very interactive effort.
Your timely consideration of our comments and those of our consultants at the meetings has led to revisions and expansions of the program.
I expect that this type of interaction and feedback will continue to enhance the program and will reduce the review and evaluation effort by the staff and our consultants following the submittal of your LTSP Final Report.
A problem we have been facing in the past year was that of acceptable documen-tation of your efforts.
We find that your presentations at the meetings are well prepared, in depth, and provide the basis for constructive discussions during the meetings.
We also find that your quarterly Progress Reports provide the needed sumnaries of efforts that you have completed in the preceeding months.
Your providing of viewgr aphs prior to recent meetings has contributed to productive discussion at the meetings.
- However, we find that this material does not provide the type of documentation necessary for an in-depth under-standing of your ongoing efforts.

In particular, we see a need for you to document your conclusions and decisions that impact future LTSP activities.
We realize that some of these conclusions will be preliminary.
We also recognize that such documentation will require additional effort of your staff.
Documentation in the form of detailed meeting reports could be acceptable
- since, in essence, all the information, conclusions and decisions would already have been discussed at the meeting.
We would propose that such a report be submitted within one month following the meeting.
Any preliminary information or co'nclusions should be clearly identified as such.
We made such a request at the October 20-23, 1986 meeting and understand that two reports (one on geology, seisemology and geophysics, one on ground motion) will be submitted in the near future.
We will review these reports promptly and inform you if they meet our needs.
Such reports will greatly enhance the ability of the staff and our consultants to be fully familiar with all aspects of the LTSP and to address interface issues between the various areas of the program.
Another item of importance is the deterministic comparison of the seismic design basis with the information developed as a result of the first three elements of the license condition in the Unit 1 full power license.
As indicated in the staff's summary of the December 10-12 meeting on soil-structure-interaction, we expect PGSE to submit detailed information on how this comparison will be carried out, which procedures will be used, and the rationale for assumptions made.
