This refers to the special inspection
conducted
by Messrs.
D. F. Kirsch and
R. T. Dodds of this office during the period of November 30,
1984 through
January
18,
1985, of activities authorized
by NRC License
No. DPR-76 and
Construction Permit No.
CPPR-69.
Areas examined during this inspection are described in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and obser'vations
by. the inspector.
No violations with NRC 'requirements
were identified within the scope of this
inspection.
The staff has
observed that the inspections
related to the shop welded stan-
chion allegations
required
a large expenditure of personnel
resources
by both
the
NRC and
PG&E, primarily
as
a result of the reconstruction of the engi-
neering basis for resolving the stanchion
shop weld issue.
Your Engineering
organization is urged to more fully document the basis for decisions, in their
correspondence.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
