Division-of Emergency Preparedness Office of Inspection 5 Enforcement FEHA SUPPORT FOR NRC LICENSING OF NUCLEAR PLANTS By separate memorandum for individual nuclear power plants, I have asked tM FEHA provide the NRC with findings and determinations as to whether the Staw and local emergency plans that support a particular nuclear plant are adeqIMe and capable of implementation.
These previous memoranda have addressed the Farley, hcGuire, Salem and San Onofre facilities.
To.assist you in scheduling your support for the NRC licensing procedures v
have developed priorities {Enclosure 1) for the facilities that are schedulaf for licensing consideration of the NRC in the comino months.
The dates indi-cated for 'our receipt of FElNIs findings and determinations are based on th current licensing schedules and should allow time for NRC to publisb its findings in accordance with the regulations (10 CFR 50.47) on the overall state of er:.ergency preparedness.
If changes in priority occur, I will provide you with an updated listing.
If there is a need for additional FBlA assistance, a request will be made by a separate memorandum, specific to a particular nuclear plant.
This.
assistance could include providing testimony and/or witnesses before the Connission, the ltRC Advisory Comittee on Reactor Safeguards, NRC hearing boards and administrative law judges, any court actions, and during any related discovery proceedings.
Receipt of FEflA findings after the dates indicated may result )n.offsite emorgency preparedness being on the critical path for licensing decisions.
I would appreciate your endorsement of these dates in the next week.
If't is not possible for FEIiA to meet this schedule, please provide me with an alternate schedule.
