SUBJECT:

FEMA CORRESPONDENCE ON DIABLO CANYON Current correspondence with FEMA related to Diablo Canyon emergency preparedness for a full power license is enclosed.

(Findings by FEMA on low power operation are found in the February 14, 1980 exchange of letters between Harold Denton and John McConnell of FEMA and in the March 12, 1980 FEMA/NRC Steering Committee paper on low power operation which have previously been provided to the parties in the Diablo proceeding.

It was recognized in these letters that offsite preparedness did not meet the criteria of NUREG-0654/FEMA-REP-1.)

The recent exchange of letters with FEMA was prompted by the need to prepare for a number of licensing proceedings, including Diablo Canyon as reflected in the enclosed March 10, 1981 letter from Brian Grimes to John Dickey.

The subsequent letters on Diablo Canyon from John Dickey to Brian Grimes dated May ll, 1981 and May 29, 1981 indicate respectively the current status of the review of the Diablo Canyon offsite emergency plans and the intent of FEMA that their current findings related only to full power operation.

We conclude that these letters are not relevant or material to the low power license proceeding.

These letters are forwarded to you in view of the upcoming full power hearings on Diablo Canyon for transmittal to the hearing board if the matter emergency planning becomes an issue as we expect.
