she NRC published the Final Rule for emergency planning for both onsite ano offsite prepareoness in the Federai Reoister notice dated August 19, i950 (45 FR 55402).
This rule became erveciive on November 3, 1980, with implemenvazion requirea by April 1, 1981, (except as provided in Section IV, p.
3 of Appendix E).
One requirement wnich should be accompIisiIed is aII exercise thar rests the integrated capability and a major porcion of the basic e'ieIIIents existing within emergency preparedness plIans and organizauoIIs jlIicensee, State and local govern-ment).
Each licensee snouid conducT.
an eIIIergency exercise within one year from April 1, 1981, or prior to issuance oi. an Operating License.
In order for the NRC to make an assessment of this requirement, we plan-to observe these II@ or exercises for the ne'Ã emergency plans.
Accordingly, you are requested
