Accession No. ML16340B092) pursuant to 10 CFR 50.55a(z)(1), in accordance with 10 CFR 50.55a(z)(1),

Dominion requested Nuclear Regulatory Commission (NRC) approval of proposed inservice inspection (ISI) alternative N1 NDE-009 and N2-14-NDE-004 for North Anna Units 1 and 2. The request is to eliminate the ASME Category B-G-1, Item 86.40, Pressure retaining bolting greater than 2-inches, Reactor Vessel -

Threads in Flange volumetric examination, in accordance with an industry initiative analyzed in Electric Power Research Institute (EPRI) Report #3002007626, "Nondestructive Evaluation: Reactor Pressure Vessel Threads in Flange Examination Requirements," March 2016. In addition, you expressed a need for the action by February 1, 2018.

Pursuant to Sections 50.55a(z)(1) and 50.55a(z)(2) of Title 10 of the Code of Federal Regulations (10 CFR),

the applicant shall demonstrate that the proposed alternatives would provide an acceptable level of quality and safety, or that compliance with the specified requirements of Section 50.55a would result in hardship or unusual difficulty without a compensating increase in the level of quality or safety.

The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review is to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review also would identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed the submittal and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, instances could arise in which could affect the NRC staffs ability to complete the detailed technical review, despite completion of an adequate acceptance review. If we have a need for additional information, I will advise by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 100 hours4.167 days <br />0.595 weeks <br />0.137 months <br /> to complete. The NRC staff expects to complete this review in approximately 12 months, by November 2017. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, we will communicate the reasons for the changes, along with the new estimates, during the routine interactions with the assigned project manager. These estimates that based on the NRC staffs initial review of the application could change, due to several factors including requests for additional information, or unanticipated addition of scope to the review.
