UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 205554001 February 18, 1999 5~-Wrdg Mr. John H. Mueller Chief Nuclear Officer Niagara Mohawk Power Corporation Nine Mile Point Nuclear Station Operations Building, Second Floor Lycoming, NY 13093

SUBJECT:

RESPONSE TO NRC BULLETIN95-02, "UNEXPECTED CLOGGING OF A RESIDUAL HEAT REMOVAL(RHR) PUMP STRAINER WHILE OPERATING IN SUPPRESSION POOL COOLING MODE," NINE MILEPOINT NUCLEAR STATION, UNIT2 (TAC NO. M93868)

Dear Mr. Mueller.

By letters dated November 16, 1995, and January 6, 1999, Niagara Mohawk Power Corporation (NMPC) responded to NRC Bulletin 95-02, "Unexpected Clogging of a Residual Heat Removal (RHR) Pump Strainer While Operating in Suppression Pool Cooling Mode," for Nine Mile Point Nuclear Station, Unit 2 (NMP2).

The bulletin requested that licensees review the operability of the emergency core cooling system and other pumps that draw suction from the suppression pool while performing their safety function. The licensee's evaluations were to consider suppression pool cleanliness, suction strainer cleanliness, and the effectiveness of foreign material exclusion practices.

Licensees were requested to implement appropriate procedural modifications and take other actions (e.g., suppression pool cleaning) as necessary to minimize foreign material in the suppression pool, drywell, and containment.

Licensees were also requested to verify their operability evaluations through appropriate testing and inspections.

In its letters dated November 16, 1995, and January 6, 1999, NMPC addressed the actions requested by the bulletin and stated its intent to comply with the requested actions.
