SUBJECT:

SUMMARY

OF TELEPHONE CONVERSATION OF NOVEMBER 18, 1998, ADDRESSING THE STANDARDTECHNICALSPECIFICATION CONVERSION SUBMITTAL(TAC NO. MA3822)

On November 18, 1998, Mr. Jack Gushing of the Nuclear Regulatory Commission staff participated in a telephone conference call with Mr. Leonard of the NMPC to inform him that the staff had conducted a screening review of the NMP2 standard technical specification conversion submittal dated October 16, 1998, and finds it acceptable for initiation of the staff's review.

Mr. Leonard was also informed that the Technical Specifications Task Force (TSTF) changes are not consistently addressed in the JustiTication for Deviations (JFDs) from the Improved Standard Technical Specifications.

Itwas suggested that the staff would find useful a matrix table of all incorporated TSFT changes showing the applicable specification(s), whether TSFT change has been approved, and whether a JFD is warranted.

(Generally a JFD is required for any unapproved TSFT change and for approved TSTF changes that require a plant-specific information/justification.) A brief explanation of how NMPC addresses TSTF changes would be helpful. Mr. Leonard agreed to submit the above information by January 8, 1999.
