TEST On April 10, 1997, the NRC staff discussed, via telephone, Nine Nile Point Unit 2 (NMP2) Technical Specifications (TSs) regarding start testing of emergency diesel generators.

Specifically, conditions added to the TSs by Amendment No.

64 and the associated safety evaluation were discussed.

Participants for the NRC were Messrs.

W. Gleaves and H. Pratt.

Participants for Niagara Mohawk were Hs.

D. Wolniak, Manager of Licensing, Hr. T.

Egan, Mr. D. Zink, System Engineer for DGs, and Hr.

Don Bosnic, General Supervisor for Operations.

The NHP2 Division 3 DG is due for its 24-hour test on Hay 29, 1997, while the Division 2 DG has been declared inoperable because Division 2 of the containment atmosphere monitoring system (CHS) is inoperable.

The licensee's current strict interpretation of the TSs in this case would require the plant to be shut down during the 24-hour test on the Division 3 DG because only one other DG would be available.

The representatives from Niagara Mohawk were concerned that the language in TS 4.8. 1. 1.2.e.8 was particularly restrictive.

They proposed to do a

10 CFR 50.59 evaluation of Amendment.
