APPROVAL OF RELIEF REQUEST CS-RR-6 FOR THE NINE MILE POINT NUCLEAR STATION UNIT NO.
1 (NMP-1)

Dear Mr. Sylvia:
The purpose of this letter is to approve the alternative testing proposed for certain core spray system relief valves.
By letter dated February 10,
- 1995, Niagara Mohawk Power Corporation (NHPC) submitted Relief Request CS-RR-6, requesting relief from the quarterly testing requirements of Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code.
Relief Request CS-RR-6 would allow an alternate testing method for the core spray system relief valves81-241, 81-242,81-243, and 81-244.
The alternate testing will verify leak rate each refueling outage, and that the valves will both open and close.
The NRC staff has reviewed NMPC's relief request, the bases for the request, and the proposed alternative testing for the core spray relief valves.
Based on our review and evaluation of NMPC's bases for the relief request and the alternatives
- proposed, the NRC staff has granted the requested relief.
The NRC staff's evaluation and conclusion regarding Relief Request CS-RR-6 are contained in the enclosed safety evaluation.
By this letter, we are closing TAC No. H91583.
