INTERIM RELIEF RE(UEST PR-8, EMERGENCY DIESEL GENERATOR COOLING WATER SYSTEM PUMPS 72-62 AND 72-63, NINE MILE POINT, UNIT NO.

1 (TAC NO. 76410)

'y letter dated March 27, 1990, the Niagara Mohawk Power Corporation (NMPC) requested inter im relief from the requirements of Section XI, paragraph IWP-3100, that the system resistance be varied to fix the reference flow or the reference differential pressure to measure inservice test quantities.

A fixed reference value was stated to not be obtainable from emergency diesel generator cooling water (EDGCW) system pumps 72-62 and 72-63 due to the lack of a permanent throttle valve.

As stated in the staff's enclosed evaluation, this relief request is applicable until the next refueling outage when NMPC has committed to install the throttle valve necessary to accomplish hydrualic testing in accordance with the Code.

We have determined that the requirements are impractical for the subject systems pump for which interim relief is being granted and, pursuant 'to 10 CFR 50.55a(g)(6)( i), that the granting of the interim relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.

In making this determination, we have given due consideration to the burden that could result if those requirements are imposed on your facility.

This letter grants the interim relief.
