1 We have completed our review of your response to IE Bulletin 80-11, Masonry Wall Design, for Nine Mile Point Unit 1, as submitted in letters dated July 8,

1980, November 10,
1980, June 14,
1982, June 24,
1983, and June 21, 1984.

Your use of the "leak-before-break" concept to eliminate consideration of the pressure loads resulting from a high energy line break is under review as a rule-making issue.

However, the generic structural engineering review of the Masonry Wall Design for Nine Mile Point 1 is complete.

The enclosed Safety Evaluation supporting our findings is enclosed.
