M. Wheeler of this office on April 29 to June

1985 at Nine Mile Point,
Unit 2, Scriba,
New York of activities
authorized
by
NRC License

CPPR-112
and to the discussions
of our findings held by Mr. Gramm with Mr. C.
Beckham
and other members of your staff at the conclusion of the inspection.
Areas
examined during this examination
are described
in the
NRC Region I
Inspection
Report which is enclosed with this letter. Within these
areas,
the
inspection consisted
of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observations
by the inspectors.
By letter dated April 9,
1985
we requested
that you investigate
a concern
expressed
to us regarding
Gould electrical
equipment installations.
We
reviewed the results of your efforts which were
summarized within your letter
dated
May 8,
1985.
We concur that engineering criteria were not changed
in an
unauthorized
manner
and that the problems with shipping split hardware
problems
had
been
originally identified by site guality Control.
This concern is closed.
On the basis of our review of several
other outstanding
NRC concerns
and the
item regarding
Gould equipment, it appeared
that site deficiency identification
and resolution
programs
had occasionally failed to assess
the complete
scope of
deficiencies.
We encourage
you to use
problem identification/resolution
mechanisms
to assess
the generic aspects
of identified deficiencies.
Within the
scope of this inspection,
no violations were observed.
No reply to this letter is required.
