SAFETY INSPECTION AT NINE MILEPOINT, UNITS 1 AND 2 (NRC
COMBINED INSPECTION REPORT NOS. 50-220/92-18 AND
50-410/92-20)
This letter refers to the NRC inspection conducted by Mr. P. Drysdale of this office on
July 27 through August 4 and August 31 through September
1, 1992, at Nine Mile Point,
Units 1 and 2, Scriba, New York, of activities authorized by NRC License Nos. DPR-63 and
NPF-69 and to the discussions of our findings held by Mr. Drysdale with Messrs. J. Conway
and W. Yeager and other members of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspection Report
which is enclosed with this letter.
The inspection included a review of your response to
Generic Letter 88-14 for the Unit 1 Instrument Air System (IAS), and a follow-up on a
previous NRC concern related to improper isolation of a Unit 2 Service Water (SW) System
unit cooler.
Our inspector reviewed the ability of these systems to protect public health and
safety under design basis conditions.
No response to this letter is required; however, your attention is requested for a timely
resolution of unresolved design issues in the IAS for Unit 1 as discussed in paragraph" 1.0 of
the enclosed report.
In addition, as discussed in paragraph 2.0 of the enclosed report, 'your
cooperation is requested in the timely resolution of unresolved item 50-410/91-12-04 related
to Unit 2 SW performance under design conditions due to its potential significance for safe
plant operation.
