SUBJECT:

RESPONSE

TO NRC BULLETIN 92-01, "FAILURE OF THERMO-LAG 330 FIRE BARRIER SYSTEM," NINE HILE POINT NUCLEAR STATION, UNIT 2 (TAC NO.

H83900)

By letter dated July 24,

1992, Niagara Mohawk Power Corporation (NHPC) provided a response to NRC Bulletin 92-01 for Nine Mile Point Nuclear Station, Unit 2.

NMPC's response stated that compensatory measures have been implemented consistent with the plant Technical Specifications and licensing basis.

The compensatory measures (roving fire watches and verification of the operability of fire detectors on one side of the suspect fire barriers) were implemented on July 1,

1992, and will continue until definitive corrective actions are taken to restore operability to the affected fire barriers.

NHPC also stated that appropriate corrective actions to restore fire barrier operability are being developed through an industry program being coordinated by NUHARC.

This program will include establishment of a test data

base, development of guidance for applicability of tests, development of generic installation guidance, and consideration and coordination of additional testing as appropriate.

The results of these efforts, when completed, will be applied to the Thermo-Lag installations within the scope of NRC Bulletin 92-01.

We have reviewed your response and find it acceptable.

Please inform us when all corrective actions have been completed.

Further NRC review, if any, will be performed by inspection or audit.

Sincerely, Original signed by:

John E. Menning, Project Manager Project Directorate I-l Division of Reactor Projects I/II Office of Nuclear Reactor Regulation cc:
