50-410/92-17
This refers to the results of the routine resident
safety inspection
conducted
by Messrs.
W. Schmidt,
R. Laura,
and W. Mattingly and Ms. C. Beardslee
from May 24 through
July 4, 1992, at Nine Mile Point Units 1 and'2, Scriba, New York. Mr. Schmidt discussed the
inspection findings with members of your staff at the exit meeting conducted on July 13, 1992.
This inspection was directed toward areas important to public health and safety.
The enclosed
NRC Region I Inspection Report describes the areas examined during the inspection.
Within
these areas,
the inspection consisted of observation of activities in progress,
interviews with
personnel,
and selective examinations of procedures
and representative
records.
Performance at both units was good.
The repairs to the Unit 1 emergency cooling system were
conducted well and the Unit2 operators performed very well during reactor startup and shutdown
evolutions.
We reviewed your conclusions regarding the March 23, 1992 loss of off-site power
event and agree that the Division IIIemergency diesel generator would not have functioned as
designed during certain scenarios.
The failure ofthe diesel to perform as required is a violation.
Our review concluded that the safety significance is low and once identified, we noted that your
staff took strong actions to review and correct the deficiency.
No response is required to the
enclosed Notice of Violation.
