Dear Mr. Young:
On September 16, 1991, the Nuclear Regulatory Commission held a public hearing at the State University of New York at Oswego to present preliminary findings of a special NRC inspection performed at Niagara Mohawk Power Corporation's Nine Mile Point Unit 2.
That inspection assessed Niagara Mohawk's response to the August 13, 1991 events involving loss of uninterruptable power supplies and declaration of a Site Area Emergency.
The inspection was a determinant in the NRC's assessment of facility readiness for restart.
During the hearing, the NRC received comments about the status ofoff-site emergency planning.
These comments were forwarded to the Federal Emergency Management Agency (FEMA) for consideration (Enclosure 1).
FEMA grouped the comments into five general areas:
(1) activation of the alert and notification system in Oswego County and frequency of siren testing; (2) adequacy of transportation resources throughout Oswego County; (3) adequacy of training of bus drivers who are responsible for transporting residents during an evacuation; (4) adequacy of the reception center to accommodate evacuees; and (5) the process by which parents can locate, at reception centers, those children evacuated directly from schools.
The March 9, 1992 FEMA letter to the NRC (Enclosure 2) summarizing its evaluation of these off-site areas and a copy of the hearing transcript (Enclosure 3) are enclosed.
Please note that FEMA states in its March 9 letter that it has found no off-site emergency planning deficiencies related to Oswego County's emergency response activities surrounding the Nine Mile Point and James A.
FitzPatrick plants.
We are transmitting copies of all three enclosures to the local NRC Public Document Room for the Nine Mile Point and FitzPatrick plants.
