March 20, 1992 By letter dated December 12,

1991, Niagara Mohawk Power Corporation (NMPC) requested an extension to two existing schedular exemptions regarding Type C

testing of the Emergency Condenser Condensate Return Valves and the Shutdown Cooling Isolation Valves.

Additional information was provided by NHPC's letter dated January 17, 1992.

The NRC staff has reviewed the information provided in support of NMPC's request for extension to the two existing schedular exemptions.

On the basis of the submitted information and as discussed in the enclosed Exemption, the NRC staff has concluded that the requested extension to the previously-approved Exemptions is justified until the 1994 refueling outage.

Thus, your request for exemption is granted.

We find that granting the exemption is authorized by law, will not present an undue risk to the public health and safety, is con'sistent with the common defense and security, and meets the special circumstances described in 10 CFR 50.12(a)(2)(ii).

The Exemption has been forwarded to the Office of the Federal Register for publication.
