Attachment A provides the p ona wd changes to the license. The Juore ting infomtion and analysis demchstrating that the proposed changes uo not involva significant hazards consideration purtuant to 10 C"R $ 5G.92 are inclub a in Attachment B.
The proposed license changes contained harcin involve the revision of license coLdition 2.C.(3)b and the deletion of license conditions 2.C.(3)b.3 and 11.
nl:ense condition 2.C.(3)c requires revision to achieve consistency with the proposed license changes. These license condit!ons address fuel storage and handling and the associated limitations on fuel assembly location during tuel movement.
Niagara Mohawk Power Corpvration requests this change because these license conditions preclude the simultaneous use of both fuel preparation machines, which constitutes a departure from normal Boiling Vater Reactor f uel heridling practices.
When approved, these proposed changes vill provide the necessary flexibility during refueling operations and achieve consistency vith Nine Mile Point 2 Upd*ted Safety Analysis Report Section 9.1.4.2.11, which describes rechanneling of fuel using both fuel preparation machines.
Niagara Mohawk requests approval of this License Amendment by July 1,1992, to support the anticipated receipt of fuel.
