This letter re'fers to the Safety Issues
Inspection
conducted
on
November 26-30,
1990 by Messrs.
M. Buckley,
L. Prividy and J.
Yerokun at
Nine Mile Point Unit
1 in Scriba,
The results of the inspection,
as
detailed in the enclosed
report,
were discussed
with Mr.
W.
Drews and other
members of your staff at the conclusion of the inspection
by Mr. Prividy.
This inspection
was directed" at activities related to the issues
discussed
in
NRC Bulletin No. 88-04, Potential
Safety-Related
Pump Loss.
Within these
areas,
the inspection consisted
of sel'ected
examinations
of procedures
and
representative
records,
interviews with personnel,
and observations
by the
inspectors.
Within the
sco'pe of this inspection,
no violations were observed.
Our inspectors
considered
your decision to conduct
a special test to verify the
adequacy
of the Core Spray
(CS)
System
minimum flow lines to be noteworthy and
oriented in a safe directi'on.
Also, during the inspection,
your staff agreed
to provide detailed technical
basis for the duration of the above
special test
in the Project Report for Bulletin 88-04.
Subsequent
to the exit meeting, your
staff informed us that Niagara
Mohawk Power Corporation intends to decide
by
May 31,
1991,
the long-term resolutions for the
CS system (i.e., conduct special
periodic
CS system tests or implement plant modifications to install individual
pump minimum flow recirculation lines).
Please
inform us regarding your
decision for long-term resolution of the
CS system recirculation issue.
