Inspection of the Emergency Operating Procedures and Reactor Operator Licensing Examinations The purpose of this letter is to formalize requests made in a conversation between Mr. K. Thomas of your staff and Mr. N. Conicella of my staff on November 19,

1990, regarding a planned inspection of the Nine Mile Point, Unit 2 Emergency Operating Procedures (EOPs) during the week of January 28, 1991.

Additionally, in a telephone conversation between Mr. R. Seifried and Ms.

Tracy Walker, arrangements were made for the administration of licensing exami-nations at Nine Mile Point, Unit 2, during the week of January 28, 1991.

The objective of the planned EOP inspection is.to establish the answers to three general questions:

(1) Are the emergency operating procedures techni-cally correct; (2)

Can the emergency operating procedures be physically carried out in the plant during an emergency; and (3)

Can the plant staff correctly perform the emergency operating procedures?

The inspection will be conducted using the guidelines of NUREG 1358, "Lessons Learned from the Special Inspec-tion Program for Emergency Operating Procedures,"

issued April 1989, which includes Appendix A, the Temporary Inspection Instruction 2515/92 for such inspections.

Enclosure (1) is a list of the reference material that is requested to be provided to the NRC by December 14, 1990.

Enclosure (2) is a tentative sche-dule for both the inspection and operator license examinations, including the required facility support.

To better document the simulator portion of the licensing examination, your training staff's simulator operator should record predetermined plant condi-tions (i.e., plant pressure, temperature, reactor water level, etc.), for each simulator scenario.

The applicant will be responsible for providing this information with any appeal of a simulator operating examination.

Therefor e, your training staff should retain the original simulator examination scenario information until the applicant has either passed the operating examination, accepted the denial of the license, or filed an appeal.

This request is covered by Office of Management and Budget Clearance Number 3150-0101 which expires May 31, 1992.
