MEETING MINUTES REGARDING NOVEMBER 13,
- 1990, MEETING TO INTRODUCE NEW PROJECT MANAGER FOR NINE MILE POINT AND TO DISCUSS CURRENT LICENSING ISSUES FOR NINE MILE POINT A meeting was held in the NRC One White Flint North Office in Rockville, Maryland, with Niagara Mohawk Power Corporation and NRC staff representatives to introduce to the NRC's new Project Manager for Nine Mile Point and to discuss current licensing issues for Nine Mile Point.
The licensee had requested this meeting.
Enclosure 1 is a list of the meeting attendees.
Donald S. Brinkman was introduced to the licensee representatives and will be the NRC's new Project Manager for Nine Mile Point Units 1 and 2.
The meeting attendees discussed the current licensing issues.
The staff representatives indicated a desire to obtain implementation dates for issues for which licensing actions have been completed within the last couple of years and provided the licensee representatives with a copy of such issues.
The licensee agreed to assist the PM in obtaining these dates.
In response to a recent internal request to all PMs from NRR/DET regarding seimic activity near nuclear power plants, the PM requested the licensee to notify him if any of the following occurs:
(1) the strong motion instruments are triggered at the plant, (2) an earthquake is felt at or near the plant, or (3) a swarm of earthquakes occurs near the plant.
The licensee agreed to provide the requested notification.
The licensee noted that a license amendment to correct the setpoint for the High Steam Flow Emergency Cooling. System had been submitted on November 6, 1990, and requested that this amendment be processed on a high priority basis if possible.
The staff agreed to process this amendment request as soon as practical.
The licensee will maintain frequent contact with the PM to ensure that any licensing actions required for the restart of Unit 2 are promptly identified so that they can be processed'in a timely manner.

The licensee noted that Mr. Ralph Silva is scheduled to meet with the EDO on November 29, 1990, at 10:30 a.m.
and that Mr. Silva and Mr. Donlon are scheduled to meet with Chairman Carr on December 6, 1990.
The staff requested the licensee keep the PM informed regarding these meetings and to provide the PM with proposed meeting agenda.
