RE(VEST FOR ADDITIONAL INFORMATION ON CONTAINMENT VENT/PURGE ISOLATION VALVES FOR NINE MILE POINT UNIT NO.
1 - MPA 8-24 (TAC NO. 61715)
By letter dated March 19, 1984, the staff forwarded to Niagara Mohawk Power Corporation (NMPC) the Safety Evaluation (SE) which reported resolution of the containment systems aspects of Multi Plant Action (HPA) B-24 for Nine Mile Point Unit No.
1 (NMP-1) pending the resolution of two items:
Item I involved maximum valve closure times for containment vent and purge valves.
The staff accepted by letter dated July 24, 1984, NMPC's confirmation that total closure time for the air-operated containment vent and purge isolation valves would be 15 seconds or less.
By letter dated April ll, 1990, NMPC indicated that the modification would be performed prior to the July 29, 1990, startup.
NMPC confirmed by telecon on August 23, 1990, that the modification had been performed prior to star tup.
NMPC should promptly submit the associated changes to the Technical Specifications.
Item 2 stated that: (a) a leak test should be performed to demonstrate that purge isolation valve seal material had not deteriorated; (b) the leak testing should be performed every three months or within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of each usage of the purge/vent system (for operating conditions above cold shutdown) with a maximum interval of six months between leak tests.
The reponse to item 2 in NHPC's letter of May 30, 1984, stated that the current requirements for testing purge isolation valves seemed sufficient and provided the basis for their response.
The staff believes that NHPC may be able to support its position in view of the fact that data provided by several other nuclear plant licensees has not shown inadequate performance of the resilient seal material.
However, in order to close this issue for NHP-I, we request that NHPC forward to us the following information for all the containment purge/vent isolation valves for, at a minimum, the time period equal to the service life of the seal material:
