REgUALIFICATION PROGRAM EVALUATION, REPORT

During the weeks of July 9 and July 16,

1990,

the

NRC conducted

a requalifi-

cation program evaluation at the Nine Mile Point Nuclear Station, Unit 1.

The

evaluation

was conducted

in accordance

with NUREG-1021, "Operator Licensing

Examiner Standards,"

Revision 5, section

ES-601,

"Administration of NRC Requali-

fication Program Evaluations."

The evaluation

had two purposes:

( 1) to evalu-

ate individual licensed operator

competency,

and (2) to evaluate

the effective-

ness of the licensed operator training program.

One area of the evaluation,

the requirement for administering five common Job Performance

Measures

(JPMs)

was waived.

Niagara

Mohawk requested

a waiver, citing as their basis

the fact

that Revision

6 to the Examiner Standards

has deleted all requirements

for

common JPMs.

In all other areas,

though,

the program evaluation

was conducted

in accordance

with Revision

5.

At the conclusion of the evaluation,

findings

related to the preparation

and administration of the requalification examina-

tions were discussed

with those

members of your staff identified in the

enclosed report.

As a result of the evaluation,

Unit 1's program

has

been rated

as satisfactory.

NRC results indicate that all three

crews which participated

in the examina-

tions performed satisfactorily

on the simulator portion of the examination.

In

addition, all nine senior reactor operators

and all six reactor operators

examined

passed all portions of the examination.

The program weaknesses

(section 2.5 of the enclosed

report) are provided to you for self-assessment

and appropriate

corrective action.

No response

is required.

The enclosed

report also documents

three Unresolved

(UNR) items.

Briefly, item

one concerns

the rotation of the reactor operators

(ROs) between

the three

RO

positions during simulator evaluations.

Item two concerns classifying any

fai lure of control

rods to insert situation

as

an Alert or higher class of

emergency.

The third item concerns

the installation of jumpers to bypass

main

steam isolation valve closures.

Details are given in section

3 of this report.

You are requested

to respond to this letter with proposed resolutions for the

three Unresolved

items within 30 days of receipt of this letter.
