of the
routine
inspection
conducted, by
Messrs.
W. Cook,
R.
Laura
and
R.
Temps of this office
on
February
1 through
February 28,
1990, at Nine Mile Point Units
1 and 2, Scriba,
A sum-
mary of the findings was presented
to Messrs.
R. Abbott, K. Dahlberg
and other
members of your staff at the conclusion of the inspection.
We remain
concerned
with the
slow progress
in reducing the excessive
number of
lit annunciators
in the Unit 2 control
room.
This was identified as
a poten-
tial safety
concern
in early
1988
and
further
discussed
in
the
1988
report.
It appears
that little management
attention
has
been
giQen
to this
concern,
although
we acknowledge
the formation of a task force
in early
1990
to address this issue.
In addition,
we
noted
mixed results
regarding your progress
in demonstrating
better problem solving
and higher
standards
of performance,
two of the under-
lying root causes
(URCs) in your Restart Action Plan.
