EVALUATION OF NINE MILE POINT 2 TURBINE SYSTEM MAINTENANCE PROGRAM (TAC NO. 63430)
License Condition 2.C.(4) of Facility Operating License NPF-69 for Nine Mile Point Nuclear Station, Unit 2 requires that Niagara Mohawk Power Corporation
'(the licensee) submit a turbine system maintenance program based on the manu-'acturer's calculations of missile generation probabilities no later than
,'ctober 31, 1989.
In a letter dated October 30, 1989, the licensee submitted a turbine system maintenance program based on the proprietary General Electric Company (GE) report, "Probability of Missile Generation in General Electric Nuclear Turbines."
The GE proprietary report describes generically a 'probabilistic approach to determine turbine rotor inspection intervals and turbine control system maintenance and testing frequencies.
The staff has reviewed the report and concluded that "the methodology described in the GE report is state-of-the-art and is acceptable for use in establishing maintenance and inspection schedules for specific 'turbine systems."
The staff's evaluation is contained in Appendix U of Hope Creek SER Supplement 6(Enclosure 1).
The staff has reviewed the licensee's turbine system maintenanceoprogram based on the GE report and concurs with the licensee's conclusion that the turbine inspection intervals can be established at six operating years with the probability of generating a missile remaining less than 1E-4 per year.
Therefore, License Condition 2.C.(4) of the Nine Mile Point Nuclear Station Unit 2 license (NPF-69) has been satisfied.
